I m not sure how to remove the negative from inside

What are we supposed to do with f(x)? I do not see any instructions on it (eg complete the square, solve f(x) = 0 etc).
If we are completing the square, we just need to factor (not divide) 2 out from the entire expression to make the coefficient of x2 one, but I do not see how the negative would be removed in this case.
