⅒(x² - x) + c
complete the sq to find min. value,
= ⅒(x² - x + ½² - ½²) + c
= ⅒(x - ½)² - 1/40 + c

min. value is - 1/40 + c

given min. value is -3

- 1/40 + c = -3
=> c = -119/40

All because the lowest value of x2 - x is not zero, the value of c will not be the same as the lowest value of the entire function.
