Observe that 3 potted plants are removed from each of the rows (because finally each row had 42 potted plants).

Since there are 3 new rows of 42 potted plants each, the 3 new rows must have had 3 x 42 = 126 potted plants.

30 of these potted plants caused the new rows to be formed. Without these 30 new pots, only a total of 126 - 30 = 96 potted plants are actually moved from the existing rows.

So, 96 potted plants are actually moved from the present rows (while 30 new potted plants altogether are added to the three new rows).

Since 3 potted plants are moved from each existing row,

Number of rows at first
= 96/3
= 32

(explaining why 32 x 3 = 96 potted plants are moved from the existing rows into the three new rows)
