Question is faulty. The unit for the number of pens cannot be “cents”.

4 pens cost p cents.

So,

p cents —> 4 pens
1 cent —> (4/p) pens where my / denotes the divide symbol
200 cents —> 200 x (4/p) = 800/p pens

So $2 can buy 800/p pens.

For example, say p = 100, such that 4 pens cost 100 cents. You can work out by normal ratio or numbers that 8 pens cost 200 cents. Using the expression p = 100, we see that 800/100 = 8, which is correct.
