The old ratio male to female is 7 : 3. Let males = 7 units and females = 3 units.

Pretend 12 people = 1 unit.

Then after 12 females left and 12 males came, the new ratio should be 8 : 2 (since 7 + 1 = 8 and 3 - 1 = 2).

However, the second ratio male to female 4 : 1 does not suggest this, so we must convert 4 : 1 into a suitable ratio form. We multiply both sides of this second ratio by 2.

Coincidentally the new ratio male to female is 8 : 2, so yes, just nice we can solve the question.

1 unit = 12 people
7 units = 12 x 7 = 84 people

so there are 84 males at first.
