To have a function, there can only be one value of output to one value of input. However, two input values can have the same output.

For A, you see that there are 2 of the X values (-5) that has different Y values. Therefore it is not a function.

For B, you can see at the top that one input value has 2 output values. So it is also not a function.

For D, if you see on the horizontal line of x values, you have 2 Y values, top and bottom. This is also not a function.

If you look at the coordinates for C, there are some values of Y (right sidr of bracket) that are the same, but the x values (left side of bracket) are different. At the same time, there are no x values that are the same but have different Y values. This id therefore a function.
