N is the horizontal line, and E is the vertical line. You find the city or location with the same N and E values.
For example Rome has N of 42. You see on the map there are several horizontal lines (39°N, 42°N,45°N). Since it is located at 42°N, it follows the line that is on 42°N. Rome has 13°E, and similarly you find the vertical line of 13°E. In this case the lines given are only 12°E and 15°E, there for it is in between these two lines.
If you follow the same steps for each question you can find the name of the city with those 2 numbers. Hope it helps!
