If they have 2 pail only.
1. Fill 3 liter pail till brim pour to 5 liter pail.
2. Fill 3 liter pail again, pour to 5 liter till brim and left 1 liter in 3 liter pail.
3. Pour away 5 liter water till empty.
4. Pour 1 liter water to 5 liter pail.
5. Fill 3 liter pail till brim.
6. They have total 4 liter water now.
