Not correct.

Kathy, if is doubled, y decreases to 1/8 of its original value, so this is a decrease of the original value by 87.5%.

Note that negative percentage value indicates a decrease.

More accurate is

Percentage change
= ...
= -87.5%

rather than

percentage decrease
= ...
= -87.5%

True that. Thus, in terms of percentage change, a negative sign indicates a percentage decrease. Positive sign a percentage increase.
