We change 1:2 into 4:8, so that Anna “loses 1 unit” to decrease from 5 units to 4 units while Elsa “gains the 1 unit which Anna loses” to increase from 7 units to 8 units.

1 unit = 4 sweets
12 units = 48 sweets

so both of them have 24 sweets altogether.
