Lets take A as number of singapore stamp and B as the number of malaysian stamp.

A + B = 54
B = 54 - A
After excanging all singapore stamp for 5 malaysian stamp he have 118 stamps
5A + B = 118
Substitute B into 5A + B = 118 equation
5A + 54 - A = 118
4A = 118 - 54
4A= 64
A = 64 ÷ 4
A = 16
Therefore he have 16 singapore stamp at first.
