If the cost of 3 pens = 2 notebooks,

6 pens will be equivalent to 4 notebooks.

With 2/5 of his money, he bought 6 pens and 10 notebooks which meant that he would have bought 4 + 10 notebooks which is 14 notebooks.

If 2/5 of his money can be used to buy 14 notebooks, it means that for the remaining money he had left, which is 3/5 of his original amount, he would have bought 14/2 x 3 = 21 notebooks.

Thus with the amount of money he had left, he could have bought 21 more notebooks.
