There might be a slight error in the question. The cone is larger in volume than the hemisphere, so when flipped in figure 2 the water should not fully exit the cone. The figure is not correctly drawn, but I'm calculating assuming the cone is fully empty like shown in the diagram. Check with your teacher about this.
