can anybody rephrase the question to make it more understandable and explain the workings?

Use units.

There are 9 units of stamps altogether (the denominator 9 in the fraction 7/9 represents the total number of units of stamps).

There are 7 units of Singapore stamps (the numerator 7 represents the total number of units of Singapore stamps) and 2 units of Malaysia stamps (the remaining number of units).

The difference is 5 units of stamps, which corresponds to the 45 more stamps.

5 units = 45
1 unit = 45 / 5 = 9
9 units = 9 x 9 = 81

so there are 81 stamps altogether.
