1st you assume all Y.
2nd you replace 1Y to V, therefore you have 6Y and 1V, total stick 6x3=18 and 1V = 1x2=2 , Total = 20... and you should use 21-1=20 for this question. ... because 1Y = 3 and 1V = 2 the different = 1...
