It's 21. I dun understand
You need at least 5 cubes to build the 2nd layer but if you make 3 x 2 rectangle you will use 6 cubes to make the first layer.

First layer = 2 x 3 = 6 cubes
2nd layer = 5 cubes (from picture)
3rd layer = 2 cubes (from picture)
Total = 6 + 5 + 2 = 13 cubes
