Wait where is figure 5? Four figures are not sufficient for the pattern.

There are only 4 figures given. From there onwards, the number of sticks were written in the table.

Seems like we have no choice but to stick the fifth hexagon below the second row. There will be an addition pattern once you have noticed how the number of sticks changes.
