For 7kg, she's $9.30 short. For 4kg, she has $6 left.
So after buying 4kg, if she wants to buy another 3kg to make it a total of 7kg, her $6 left is not enough and she needs $9.30 more.
This tells you that 3kg of rice costs
$6 + $9.30 = $15.30
1kg costs $15.30 ÷ 3 = $5.10

4 kg + $6
Therefore, 7 kg - 9.30 = 4 kg + $6
3 kg = 6+9.30
3 kg = 15.30
1 kg = 15.30 ÷ 3 = $5.10
