38cm is the length of two sticks + the middle portion of the 3rd stick.

Add the two 4cm portions to complete the third stick. Then what we have is three sticks' length.

3 sticks' length
= 38cm + 4cm + 4cm = 46cm

length of 1 stick = 46cm ÷ 3
= 15.333333.…..cm

= 15.3 cm (1 d.p)


Note that if subsequent questions ask for exact value instead,
46 ÷ 3 = 15⅓
That 0.3333333... is a recurring decimal and is the exact value is equal to ⅓.
