We subtract the time.
It arrived at Woodlands at 3:10 pm. It took 1 hour 20 minutes to reach Woodlands.
1 hour ago, it was 2:10 pm. 20 minutes before that, it was 1:50 pm.
So the bus left Changi Airport at 1:50 pm.

you just have to count backwards the time of 1h20min. Thus, answer will be 1.50pm. Hope that helps! :)
