Since their speeds are constant throughout the race, this tells us that every ½ of the race Linda has cycled, May will be 4km in front/travelled 4km more.
Since 1 = ½ x 2,
4km x 2 = 8km
So when Linda has reached the finishing line , May would actually have been 8km ahead of her if she didn't stop at the line.
8km ÷ 15km/h
= 8/15 h
= 32/60 h
= 32 min
So this tells us that May would have been cycling for another 32 min (if she didn't stop) until Linda reached
But we know May didn't continue cycling. So she would actually have been waiting for 32min before Linda arrived. Which also means that May reached the finishing line 32 min before Linda.
So Linda reached 32 min later.
11.45 + 00.32 = 11.77
= 12.17
So she reached at 12.17pm
