The curved lengths of the semicircles can be combined to form the circumference of 1 circle.

Circumference = 2πr
= 2 x 3.14 x 3cm
= 18.84cm

The straight lengths of the semicircles are equal to diameter of circle - 1cm

Diameter = 3cm x 2 = 6cm
6cm - 1cm = 5cm

There are two straight lengths.
So 5cm x 2 = 10cm

Total = 10cm + 18.84cm = 28.84cm
