given:
A is 2 1/3 times of B
=> A = 2 1/3 x B
=> A = 7/3 x B
multiply both sides by 3/7,
=> 3/7 x A = 7/3 x B x 3/7
=> 3/7 x A = B
=> B = 3/7 x A

so B is 3/7 times of A.

Why do we need to multiply by 3/7? Where do we retrieve that?

the next step is convert the right side of 7/3 x B into B (bcos we want B on one side)

how to do that?

on the right side,
multiply 7/3 x B by 3/7
=> 7/3 x B x 3/7
=> 7/3 x 3/7 x B
=> 1/1 x B
=> B

in addition, in equation, when we multiply one side by a number, we hv to multiply the other side by the same number so as not to mess up the equation. (just to make it correct mathematically)

hence, we multiply both sides by 3/7.
