One lollipop costs $1
Buy 3 lollipops, get 1 free
So 3 lollipops cost $3, but then you get 1 free so the fourth lollipop costs nothing
So 4 lollipops cost $3
36 = 9 x 4
36 lollipops = 9 sets of 4 lollipops each
Cost of 36 lollipops
= 9 sets of $3
= 9 x $3
= $27
