could it be because cooled boiled water has less oxygen within since the oxygen was already expelled when the water was boiling.

Cooled boiled water refers to boiled water that has been cooled for no more than 30 minutes after boiling, so it's no cooler than 70 degrees Celsius. At temperatures above 20 degrees Celsius, the rate of photosynthesis decreases because the enzymes do not work as efficiently at this temperature.
