I answered this question using a model diagram.
Suppose J starts out with 3 units.
1/3 of the stamps means 1 unit.
J ends up with 2 units. Since H has twice the number of stamps J has in the end, H has 4 units in the end.
Since H receives 1 unit from J previously, H must have had 3 units at the start.
Since J has 3 units at the start and H has 3 units at the start, the require dratio is 1:1.
