Imagine ABCD is a parallelogram. Then the lines BC and AD are parallel to each other and equal in length

B to C is 15 units shift to the right. So A to D is also 15 units shift to the right. So D is (-2 + 15, 8) = (13, 8).

Similarly, if ADBC is a parallelogram, D to A is 15 units shift to the right, so D is (-2 - 15, 8) = (-17, 8).

There is one more case, ABDC is a parallelogram. A to C is 10 units to the right, 13 units down. So does B to D, so D is (-7 + 10, -5 - 13) = (3, -18).
