So compared to buying purse,

$18 + $4 = $22

Bag costs $22 more than purse.

Since a bag costs twice as much as a purse, a bag costs the same as 2 purses.

2 purses cost $22 more compared to 1 purse.

So 1 purse must cost $22.

$22 + $4 = $26

Sarah had $26.
