4f + 7s = 2u

2f = 3s
4f = 6s

so
4f + 7s = 2u
6s + 7s = 2u
13s = 2u

money left = 5u
can buy 13/2 x 5 = 32.5 packets of sugar
BUT no 0.5 packet of sugar.
hence, the most no. of packets of sugar he can buy is 32.
