2y = x + 7
y = 0.5x + 3.5

The gradient of the new line is also 0.5.

Bisects the line joining (3, 1) and (1, -5) means that this new line that we are finding cuts the midpoint of this other line. Midpoint of this other line is (2, -2) (average values of x and y)

So, y = 0.5x + c
-2 = 2 (0.5) + c
c = -3

So y = 0.5x - 3
2y = x - 6
