Alternative method :


Area of big square = 23cm x 23cm
= 529cm²

Area of the 8 identical right angled triangles

= Area of big square - area of small square
= 529cm² - 49cm²
= 480cm²


Area of 4 of those triangles
= 480cm² ÷ 2
= 240cm²

Area of the dotted-line square
= Area of 4 of those triangles + area of small square
= 240cm² + 49cm²
= 289cm²


Realise that 289cm² = 17cm x 17cm

So length of side of dotted-line square
= 17cm
Length of PQ = length of side of dotted-line square
= 17cm
