guess & check:
children = 3u + 4u (= 7u)
balloons = 3ux5 + 4ux3 = 27u (wrong!)
guess & check:
children = 2u + 5u (= 7u)
balloons = 2ux5 + 5ux3 = 25u (wrong!)
guess & check:
children = u + 6u (= 7u)
balloons = ux5 + 6ux3 = 23u (right!)
fraction of children given 5 balloons
= 1/7
balloons: 23u

Ratios are proportional possibilities of actual quantities, hence you do not need to know the actual number in order to incorporate ratios into algebraic quantities. This applies to fractions and percentages as well.
