Why must we add 0? Can someone explain

The number of decimal places for a measurement is determined when you take half of the smallest division. --> (It accounts for the uncertainty in the measurement)

In the example, each division is equivalent to 0.1cm. So half of this division is 0.05. Since 0.05 has 2 decimal places, your measurement must also have 2dp, which is why you have to add the 0.

Another example:
If you have a beaker with markings that indicate 1cm, 2cm, 3cm and so on, each division is 1cm. Half of this is 0.5cm. Thus when you measure out 5cm^3 worth of liquid, you have to write it down as 5.0 cm^3. :)
