after,
M: u
R: u
S: u

before,
M: u+9+23
R: u-9
S: u-23

R+S : M = 2 : 3
3(u-9+u-23) = 2(u+9+23)
u = 40

(a) in the end, Ruby has 40 sweets.

(b) at first, Steve has 40-23 = 17 sweets.
