Let X be the first digit.
Let Y be the second digit.

The first clue:

10X + Y = 4 (X + Y)

6X = 3Y

2X = Y

The second clue:

10X + Y = 10Y + X - 27.

9X = 9Y - 27

X = Y - 3

Now we combine the clues together:

2X = Y

X = Y - 3

X = 2X - 3

X = 3

Y = 6

Therefore, the 2 digit number is 36.
