Your first part is correct.
Now, if you change one parcel from on time to late,
Company must pay $9 to the customer. Company also has to return that $4 the customer paid as the parcel is no longer considered on time.
Customer pays : $72 - $4 - $9
= $72 - $13
= $59
So each time you change a parcel to late, subtract $13.
From your working, there is a $26 difference. So how many parcels were late?
From here you can find how many parcels were on time.
