I think this is guess and check, but i m not to sure...even asked my class and allof them do not know.Please help!!

No need guess and check. Note that the number of bags is constant. Say the bags already have 3 candies. So to put 2 more in each bag, the 4 'extras' will be placed into e bags. So e 4 candies would have been put into 2 bags. Since he is short of 2 candies, that means there r 3 bags. So 5x3-2 =13 or 3x3+4=13 is e answer
