I thought this was a supposition but it appears to be more tricky than expected.

If I conclude all answers are wrong - it gives me a maximum total mark of 60.

I am confused

No. If you assume all answers were incorrect, you would score
-2 x 20 = -40 marks.

You cannot give 5 marks for each question if each question is incorrect
