Work backwards.
Andrew received 5 buns.
Assume Peter returns half a bun.
5 + 1/2 = 5 1/2. Now this is half of the remaining buns.
5 1/2 x 2 = 11
Assume David returns half a bun.
11 + 1/2 = 11 1/2. This is half of the total number of buns at first.
11 1/2 x 2 = 23
