1st
First you need to use your compass. Open both ends to a lenght of 5.5cm (27.5km = 5.5cm on your paper because 1cm = 5km). Place one end on Y, and draw an arc with the other end, you will get something like what you see on my photo. Then use your protractor to measure 70 degree (360 - 290 = 70). The intersection will be point C.
