The first part has nothing to do with Pythagoras Theorem. What you attempted to do was basically form a triangle with the base equivalent to the diameter of the circle (2 m). height equivalent to the height of the frustum (1.5 m). Pythagoras Theorem attempts to find the slanted length of this triangle, not the height of the top cone. It's just a coincidence that both answers are 2.5 m.
