28828 ÷ 56 = 505 R 8

So, the highest possible volume of each cube is 505 cm³.

Now you know that a cube's sides are of identical length.

So, try different lengths with your calculator to see what is the highest possible volume you can get that is below or equal to 505 cm³ (I assume this is a Paper 2 question)

Try length of 8 cm :
8 x 8 x 8 = 512 (wrong as it's bigger than 505)

So it has to be 7x7x7 = 343

Alternatively,

28288 ÷ 56 ≈ 505.142857
³√505.142857 ≈ 7.96412507851

Highest possible whole number for the length of the cube = 7
