Think in terms of percentage.

If let's say the biggest quantity is 1 million
(1 000 000),

And if you made an error in measurement
(Let's say you get 1 000 001)

Your percentage error
= (1 000 001 - 1 000 000) ÷ 1 000 000
x 100%
= 0.0001%

Let's say your smallest quantity is 10.

if you made an error of measurement by 1
(Lets say you get 11)

Your percentage error
= (11 - 10) ÷ 10 x 100%
= 10%

Realise that the smaller your quantity, the bigger the percentage error.
