Forgive the ugly drawing.
Anyway, the height of the tank is 25cm. 2/5 full means water is only filled to a height of 25/5 X 2 or 10 CM.
There is a hole at 15 CM, so the tank can only hold Max 15x14x20.
Your Method is correct - to use model and 5 units. So the tank can only take 1 more unit of water or 1400cm³.
So if you pour 1700cm³ of water in, 1700-1400 or 300cm³ will flow out.
