a) As the clip was released the chemical potential energy stored in the balloon was converted into wind as kinetic energy and sound energy propelling the hovercraft forward
b)Well with a layer of air cushion below the hovercraft it creates a platform where there is very less frictional force hence with a lesser frictional force preventing the object from stopping easily it allows it to move easily on any surface.

Full Explanation is for your information only. I came out with this full answer, however, only when i wanted to upload the answer, then i realised that it is Primary 6, so i simplified the answer. However, it will be great if you can read it and understand it.
