As you suck the air from the straw, pressure inside the straw is reduced. Atmospheric pressure acting in the surface of the liquid can now overcome the pressure inside the straw.

Before you suck from the straw there is no difference in pressure between inside the straw and on the surface of the liquid since atmospheric pressure acts on both surfaces.

The atmospheric pressure sort of pushes the liquid up as you reduce the pressure by sucking the air in the straw.

The answer is atmospheric pressure
