Typo error: draw only 1 electron for 4s because it is 4s1 and not 4s2. This is an A level Chemistry question and not a secondary biology question.
A half filled or fully filled d subshell is relatively more stable compared to other variants and it has to do with quantum. Instead of 3d4 4s2, you rewrite it as 3d5 4s1. The same principle applies to copper.

We have 3 basic rules: Aufbau, Pauli Exclusion and Hund. If you want a 4th one, I would think it is probably the filling up of 4s subshell before 3d but when you write out the electronic configuration, we have to write it out in numerical order. This is the order where you remove the electrons i.e. add electrons to 4s first and then remove electrons from 4s. I don't think there is name given to the 4th one, not something that I know of.
Hope it helps.
