Use factorisation!
Just have to take note that p is the one with power of 3 and q with power of 2. So match accordingly!

Isn't this answer correct only if p and q are whole numbers?

Wow I didn't consider that possibility though! However, if in that case, how would you solve the question to obtain values for "p" and "q" rather than express each as a subject? Don't think it's that out of the world for a Sec 2 question!
