Find the length of P to the centre of the circle first. You have the coordinates of both to do so.

The length from the centre to the tangent point = radius = 4

The tangent is perpendicular to the normal of the circle (line drawn across the circle, through the centre and the tangent point).

Angle between tangent and the normal is 90°. So when you connect P to the centre and to the tangent point, you get a right angled triangle. Use Pythagoras' Theorem
to find the answer
