A is (2,3)
B is (6,1)

Lets take the vector approach. Now

vector AB = B-A = (4,-2)

Perpendicular vector with same length as AB passing through C is given by BC

where BC = ( 2,-4)

Thus Vector C = B + BC = (8,-3) or 8-3i
